Modernising health governance to rebuild community confidence at scale

Nillumbik Council’s Community Health business plays a critical role in supporting local residents. Over time, however, the operating model had not kept pace with changing community expectations, updated regulatory requirements, and increasing service complexity.


The Board, made up of dedicated long-standing members, found itself relying on the way things had always been done. This created strategic drift and growing pressure to modernise governance.

Our process

RDL was engaged to provide an independent assessment and support the Board through a structured transformation process. Our work began with a review of governance practices, decision pathways, and compliance obligations. We identified the areas where historical habits were limiting strategic clarity and where community expectations had shifted.


RDL facilitated a series of strategic workshops to help the Board understand the need for change in a constructive and respectful way.


From there, we guided the development of a contemporary strategic framework aligned to sector standards, regulatory requirements, and the needs of the local community.


We also made ourselves available to provide ongoing coaching to Board members, strengthening their decision making, improving accountability, and helping embed new behaviours without removing their sense of ownership or legacy.

Creating legacies

RDL left behind more than an updated governance model. We helped create a lasting shift in how the Board thought, decided, and led. 


By respecting the legacy of long standing members while guiding them toward contemporary governance practice, RDL built stronger accountability, sharper strategic clarity, and greater confidence in decision making. 


The result was a Board better equipped to serve its community, respond to change, and carry forward a more disciplined, future focused approach that will continue to shape Community Health well beyond the engagement.
